CDash v3.8.0 available

This release contains several exciting new features, including an option to validate submitted XML files at submission time, a refreshed look for several site-related pages, support for storage in S3, and email notifications for expiring authentication tokens. As usual, we also included a number of bug fixes, dependency updates, and internal maintenance improvements.
